Resale homes: the ITP
The transfer tax is the main cost: a general rate of 9% on the higher of the price and the cadastral reference value. Reduced rates: 8% for under-35s buying a first main home (within price limits) and 4% for large families, buyers with disabilities and other protected cases. Paid by self-assessment within 30 working days of signing.
New-builds: VAT + stamp duty

The other costs
Notary and Land Registry: set by tariff, usually a few hundred euros each.
Agency/lawyer: optional but recommended; with notary and registry, budget 1-2% overall.
Mortgage: since the 2019 law, the bank pays the loan's notary, registry, agency and stamp duty; the buyer only pays the valuation (roughly 300-600 €).
Rule of thumb
